The Idaho Department of Environmental Quality (DEQ) is hiring a 401 certification lead for our State Office. This position is responsible for ensuring that activities authorized under federal permits and licenses comply with Idaho’s Water Quality Standards and that Idaho Pollutant Discharge Elimination System (IPDES) permits are consistent with those standards.
This position also provides technical and administrative support to regional office staff to ensure consistency among statewide §401 certifications and coordinates with DEQ’s deputy attorneys general on individual certifications and programmatic issues to minimize potential legal challenges. This role develops certifications for US Environmental Protection Agency (EPA) general permits and the Army Corps of Engineers dredge and fill permits and provides technical support to the IPDES program to ensure permits comply with Water Quality Standards and are implemented consistently. This position is responsible for timelines and ensuring that certifications meeting milestones and tracking and reporting §401 certifications.
Example of Duties:
- Coordinate 401/404 program development and implementation among DEQ staff and deputy attorneys general to ensure consistency among regional certifications.
- Provide leadership, direction, technical support, and tracking for the 401 certification program.
- Ensure that public notice requirements and timelines are met for certifications.
- Develop certifications for nationwide and general permits; review regional certifications for consistency with Idaho’s Water Quality Standards and DEQ policy.
- Coordinate with state and federal partners on 401 program implementation.
- Serve as the primary point of contact for federal and state partners, the regulated community, and the general public with questions on 401 program implementation in Idaho.
- Serve as a liaison to the IPDES Bureau to ensure that water quality standards, such as mixing zones and antidegradation are properly applied in IPDES permits.
- Assist the Water Quality Standards program by reviewing and developing guidance, attending rulemaking meetings, and assisting with the triennial review.
Possession of a bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
At least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Possession of a master’s degree in any of the above fields AND at least two (2) years’ professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ 3131 Water Quality: Knowledge of water quality and work experience in water pollution monitoring, estimation, or control such as reviewing, designing, or implementing surface water quality monitoring projects, watershed, TMDL evaluation, riparian area, aquatic habitat, water quality, source water assessments, environmental assessments, pollutant source assessments, including municipal, industrial and storm water point sources and non-point source activities such as forestry, mining, agriculture, and grazing. Typically met by possession of a college degree in Natural Resource Management, Forestry, Fisheries, Biology, Chemistry, Limnology, Hydrology, Environmental Science or closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in water pollution monitoring, estimation or control such as reviewing, designing, or implementing surface water quality monitoring projects, watershed, TDML evaluation, riparian area, aquatic habitat, source water assessments, water quality or environmental assessments, pollutant source assessments, including municipal, industrial and storm water point sources and nonpoint source activities such as forestry, mining, agriculture, and grazing.
