Policy Analyst/ Research Assistant Positions

The Robert J. Margolis, MD, Center for Health Policy at Duke University (Duke-Margolis) seeks to address critical health policy challenges and deliver practical, innovative, and evidence-based solutions to improve health, health equity, and the value of health care. The interdisciplinary nature of Duke-Margolis brings together policy experts, researchers, health care professionals, and students from across Duke’s schools of medicine, nursing, law, public policy, business, and engineering, and fosters extensive relationships with stakeholders both internal and external. These relationships span foundations, private sector organizations, state and federal governments, and global entities. The Center fosters excellence, leadership, and scholarship at every level.

Duke-Margolis has multiple openings at the Policy Analyst and/or Research Assistant levels to engage in research, writing, and analysis in support of Center projects with a focus on medical product payment, policy, and innovation (drugs, devices, and diagnostics). Topics may include value-based payment reform, post-market coverage and evidence generation, and drug pricing/competition policy. The individuals in these positions may also collaborate on projects spanning a broad range of topics including COVID-19 response, healthcare delivery and payment reform, real-world data and evidence, global health, health systems transformation, and the intersection of scientific and regulatory advancement with broader US health policy reforms.

Primary responsibilities include conducting background research, performing literature reviews, drafting summary documents, extensive writing for a range of deliverable types (e.g., policy briefs, white papers, blog posts, peer-reviewed publications), and supporting Center events and convening. This will include support for project activities through coordination, logistics management, and some administrative tasks.

The work site for these positions is anticipated to be the Duke-Margolis office in Washington, DC. Candidates based near the Duke-Margolis office on the main campus of Duke University in Durham, NC would also be considered. Employees are currently teleworking locally to their office base while on-site access is restricted due to COVID-19.

Education/Experience Requirements:

Applicants may be considered for the Research Assistant level if they have the following minimum education and experience:

• Bachelor’s degree in a related field required. Prior professional research experience in academia, government, or a research organization is preferred.

Applicants may be considered for the Policy Analyst level if they have the following minimum education and experience:

• Bachelor’s degree in a related field and two or more years of experience in policy/research/data analysis or other relevant position. A related master’s degree (e.g., health policy, public policy, public administration, public health, health economics) may offset required years of experience on a 1:1 basis, e.g., a two-year master’s degree in lieu of two years of experience.
• Master’s degree with at least one year of related work experience is preferred. Or an equivalent combination of relevant education and/ or experience.

Knowledge/Skills Requirements:

• Strong research and writing experience is required.
• Policy research skills, including the ability to synthesize content from a broad range of sources, are required. Some data analysis capabilities would be preferred.
• Strong written communication skills and the ability to transform complicated information into easy to understand materials are required.
• Ability to interact professionally with high-level individuals (e.g., state, local, and national policymakers), stakeholders, and organizations is required.
• Ability to work effectively both independently and as part of a collaborative team is required.
• Must be comfortable working in a fast-paced environment with varied responsibilities and able to respond flexibly to changing needs.
• Familiarity with current trends and regulations in payment reform is required.
• Training or experience in the fields of health policy, public policy, public health, or data science is preferred.
• Administrative, project coordination, and/or project management experience is preferred.
